Parade is on Saturday, October 13th and Festival the following day, the 14th. Details, entry form and more information is at :Ragamuffin Parade 2018 . Festival runs from 76th street to 92nd street on 3rd Avenue. It is from 10 AM until 6 PM. Couldn't find much on the festival, but I think it's the 45th annual.
